On Wednesday, October 29, 2025, the College of Law at the University of Baghdad organized a workshop titled “Mechanisms for Combating Embezzlement in Government Institutions and Their Role in Reducing Corruption,” presented by Assistant Lecturer Mr. Rassel Khalid Ibrahim.

The workshop aimed to introduce mechanisms for combating the crime of embezzlement and their role in reducing financial and administrative corruption, by promoting principles of integrity and transparency in government institutions and activating internal control systems. It also addressed the impact of combating embezzlement on curbing the spread of corruption and its role in achieving sustainable development and instilling values of integrity in the work environment.

The workshop was structured around three main topics:

  1. Concept of Embezzlement and Causes of Its Spread
  2. Administrative and Oversight Mechanisms for Combating Embezzlement
  3. Legal Mechanisms for Combating Embezzlement

At the conclusion of the workshop, several key recommendations were issued, including:

  1. Strengthening internal and external control systems in government institutions.
  2. Activating the role of the Financial Oversight Bureau and the Integrity Commission in the early detection of embezzlement cases.
  3. Adopting transparency in financial and administrative transactions and publishing periodic reports on financial operations.

This workshop was part of a series of scientific activities organized by the College of Law – University of Baghdad, aimed at enhancing legal awareness and promoting values of integrity and anti-corruption within state institutions.
